Notice of Establishment of Idis Foundation’s Electronic Register of Specialist and Technical Skills – Città della Scienza dated April 24, 2025

The Idis Foundation – Città della Scienza announces that theElectronic Register of Specialist Skills and Technical Skills has been established for selection procedures, pursuant to Legislative Decree. 36/2023.

The Roll becomes effective on today’s date (April 24, 2025) of publication of the notice of the new access portal https://cittadellascienza.acquistitelematici.it/

In order to populate the Roll as soon as possible, professionals already registered in the previous lists are forwarded an invitation to re-register.

While waiting for the new lists to be populated, the Idis Foundation reserves the right to use the pre-existing lists for the first 21 days, only when it is not possible to wait for the new register to be populated. After 21 days, entries pertaining to the previous Roll that we have not resubscribed will be permanently discontinued.

Those interested in registering for the Roll are invited to register through the dedicated portal by accessing the digital platform at: https://cittadellascienza.acquistitelematici.it/

The same procedure should also be followed by those who, having already registered in the lists of the previous Register, are willing to confirm their registration also in relation to the new Register.

Art. 1 – Object
The purpose of this Notice is to establish the Electronic Register of Specialized Skills and Technical Expertise of Fondazione Idis – Città della Scienza, to be used in the implementation of projects and activities entrusted to the Foundation itself within the framework of interventions, individual measures and the overall strategy of regional, national and EU programs.
Registration in the Register is free of charge upon the request of interested parties who, by self-certification formula and under their own responsibility, indicate their peculiar skills and professionalism.
Inclusion in the Roll does not result in the establishment of any rights for members to the conferment of assignments, while inclusion in the Roll is mandatory for the conferment of assignments by the Idis Foundation – Città della Scienza, within the scope of the competencies contained therein.
This Notice and the related procedure may be modified, suspended, revoked or cancelled due to the needs of Idis Foundation – Città della Scienza, without the candidates who have submitted an application having any claim or right to the awarding of any position or assignment. With this Notice, no selective, competitive or para-competitive procedure is put in place and consequently no ranking of merit or awarding of points is envisaged.

Art. 2 – Purpose, typology and registration procedure
The Notice is aimed at establishing a Register (Register of Specialized Skills and Technical Expertise of Fondazione Idis – Città della Scienza) that gathers and qualifies third parties, capable of providing performance and services, which Fondazione Idis – Città della Scienza may use, should it become appropriate to use specialized skills to support the projects envisaged by the activity plans of Fondazione Idis – Città della Scienza.
In order to access the features of the telematics platform, the practitioner must first proceed with registration to the portal, which must be done at the following link:

The Idis Foundation’s Specialist and Technical Skills Register – Città della Scienza, which is divided into bands of professionalism according to experience (up to 5 years – junior, 5 to 9 years – senior, over 9 years- Expert), includes the following subject areas (A to D) defined by specific profiles (1 to 10 for each subject area) as follows:

D.6 Expert in management, valorization, promotion of innovative technological solutions to support the processes of digital transition, 4.0 and circular economy of enterprises
D.7 Expert in management, valorization, promotion of research infrastructures, innovation infrastructures, technological districts, incubators, technological clusters
D.8 Expert in support of start-ups and creative and innovative entrepreneurship and co-design processes
D.9 Expert in business acceleration programs and market dissemination of innovative product/process solutions
D.10 Technical assistance and management of European programs and projects financed with EU, national and regional resources

Art. 3 – Recipients
Subjects, including in associated form, who possess the general and/or technical requirements set out below may participate:
a) Italian citizenship or citizenship of another European Union member state or non-European Union member state;
b) enjoyment of civil and political rights;
c) absence of a final judgment, or a judgment of application of the penalty on request of art. 144 of the Code of Criminal Procedure, for any crime affecting professional morality or financial crimes;
(d) absence in the exercise of his professional activity of serious error, established by any means of proof adduced by the contracting authority;
(e) have not been guilty of serious misrepresentation in providing information regarding the general requirements and their technical capacity;
(f) not to be in any of the situations stipulated in current regulations that preclude entering into contracts with the P.A;
(g) have no grounds for incompatibility of their professional activities with the activities of Idis Foundation – Città della Scienza;
(h) to possess a bachelor’s or master’s degree or other appropriate qualification/registration in the professional association where required by law;
(i) to have proven, established and specific expertise, consistent with the types of consulting services contained in this Notice.
For the purpose of inclusion in the Register, different levels of professionalism are defined, to which correspond as many levels of remuneration, determined by Fondazione Idis – Città della Scienza in the measure of conferment of the assignment depending on the object of the assignment and its complexity, the skills required, and the quality and quantity of the work that will constitute the object of the assignment.
(a) Up to 5 years’ experience in the specific relevant field.
(b) experience in the specific field of reference from 5 to 9 years.
(c) experience in the specific relevant field exceeding 9 years.

Art. 4 – Application
As previously reported, in order to access the features of the telematics platform, the professional must proceed, preliminarily, to the registration to the portal which must be done at the following link:

Following registration, the Idis Foundation will evaluate the applications received.
Declarations are made by checking the box containing the declaration of interest and completing the appropriate spaces, if required. If mandatory declarations are omitted or incomplete in the application, the registration process will not allow the application to be qualified. Any missing fields and/or missing mandatory attachments omitted during the application process will still be reported.
The designated staff of the Idis Foundation will carry out the appropriate checks regarding the applications accepted by the system and will approve or reject the applications received, usually within the 30-day period.
In case of refusal, the applicant will be notified regarding the reasons for such refusal with any requests for supplementation.
Failure to submit, within the deadline assigned by the Idis Foundation (usually not less than 10 days), the documentation or statements requested to supplement and/or clarify the submitted application will result in non-inclusion in the Roll.
Ineligibility may also apply to enrollment in individual classes if the Foundation finds that suitable skills or requirements are not met.
We are reminded of the criminal liability incurred in case of false or misrepresentation.
The Foundation reserves the right to make appropriate checks against the statements made or to request certified copies of certificates.
Successful registration does not exempt applicants from proving, at the time of an invitation to a procedure or depending on an award, that they continue to meet the general and professional qualification requirements declared at the time of registration.

Art. 5 – Procedure
The applications received, after verification of formal regularity carried out by the receiving office, will be investigated by a special Commission, composed of members internal to Fondazione Idis – Città della Scienza, in which a member of the Scientific Committee of Fondazione Idis – Città della Scienza may also participate.
It is the right of the Commission to request any additional information to the application for inclusion in the Roll. Upon the outcome of the Commission’s investigation, the Register of Specialist Competencies and Technical Competencies of Fondazione Idis – Città della Scienza will be updated.
For the purpose of making appointments Idis Foundation – Città della Scienza:
– if of amounts less than € 5,000.00 will entrust the Head of the requesting u.o/Project with the office of external resources contracting (Service Tenders and Contracts_Competenze Specialiistiche e Tecniche) the identification, at its sole discretion, of the person to whom to award the professional assignment, in accordance with the principles of impartiality, equal treatment, proportionality and transparency
– if of amounts greater than € 5,000.00 will proceed to the establishment of a special Commission, composed of internal members and a professor in the subject of reference, which, drawing from the Roll up to five individuals in possession of the specific professionalism required, following a specific interview, will identify, at its sole discretion, the person to whom to award the professional assignment, in accordance with the principles of impartiality, equal treatment, proportionality and transparency.

Art. 6 – Direct Entrustment of Professional Appointments
The entrustment of intuitu personae appointments, on a fiduciary basis, to professionals with particular and specific professional experience in the subject matter, even if not registered in the Telematic Directory, for individual assignments deemed to be of a highly specific and qualified nature takes place in the judgment of the Project/Commission/Activity Manager expressed in a special written report.

Art. 7 – Updating
The Roll has an open character and, therefore, it is possible to submit an application for registration at any time, so that the applications referred to in Art. 4 above submitted after the deadline established therein, will be examined by the Commission, according to the needs of Fondazione Idis – Città della Scienza, in the same manner as above, proceeding to the consequent updating of the Roll.
It is the right of the registered Subjects to obtain, at any time, the updating of the data contained in the Roll, at https://cittadellascienza.acquistitelematici.it/.

Art. 8 – Cancellations and changes
Cancellation from the Roll shall occur due to the failure to meet the general and technical requirements referred to in the previous articles as well as, at the discretion of Fondazione Idis – Città della Scienza, if even one of the following occurs:
– the interested party fails to provide proof of possession of the requirements requested in the Public Notice, or in case of mendacious declaration, pursuant to art. 48 of Legislative Decree No. 163/06;
– serious negligence or bad faith in the performance of the service;
– inconsistency between what is declared at the time of the application for registration and what is otherwise ascertained;
– cessation of activities.
In the cases described above, the cancellation measure will be communicated by certified e-mail.

Art. 9 – Processing of personal data
Pursuant to D. Lgs. 196/2003 and ss.mm. and ii. we inform you that:
– responsible for the procedure inherent in this notice is the President Prof. Riccardo Villari.
– The processing of personal data, in telematic and/or paper form, of applicants for inclusion in the Register of Specialist Skills and Technical Skills of Fondazione Idis – Città della Scienza, is related exclusively to the purposes of this Public Notice;
– the processing of data will be carried out by Fondazione Idis – Città della Scienza to the extent necessary to pursue said purposes, with methods and tools suitable to ensure the security and confidentiality of the data; and the provision of data is mandatory for registration in the ‘Register of Specialized Skills and Technical Skills of Fondazione Idis – Città della Scienza;
– Data controller for data processing is Fondazione Idis – Città della Scienza with registered office in Naples, at Via Coroglio, 57/104, in the person of President Prof. Riccardo Villari.

Art. 10 – Publicity and information
This Notice and the related forms are published on the website of Fondazione Idis – Città della Scienza at https://cittadellascienza.acquistitelematici.it/ . In the same manner will be carried out the publication of the Register of Specialized Skills and Technical Skills of Fondazione Idis – Città della Scienza and its subsequent updates.
