LETTER OF INVITATION TO THE NEGOTIATED PROCEDURE pursuant to Article 36, paragraph 2, letter b) d.lgs. 50/2016 (new Code of Public Contracts) for the awarding of the sub-threshold contract for the service of “Voluntary audit to the financial statements of Fondazione Idis-Città della Scienza for the financial years 2016-2017-2018 and for the issuance of a technical opinion on the semi-annual financial statements (June 30) 2017 and 2018” CIG 68717760F3

 

THE FAQ.

QUESTION 1
With regard to the preparation of the technical offer I wanted to ask if it must be voluntary in nature, as moreover recalled in the subject of the notice, or it must be legal as required in art 1 of the subject of the notice, as well as specified in the reference of the verification on the consistency of the management report … provided for in art.14 paragraph 2 letter e of the aforementioned dlgs (39/2010).

QUESTION 2
With regard to this procedure, clarification is requested on the following:
Paragraph regarding the content of the technical bid Envelope B:
A maximum number of pages of 15 is defined for the preparation of the technical bid, and it is asked whether resumes are included or excluded from the maximum number of pages indicated.

ANSWER 2
Resumes are excluded from the 15-page maximum limit for the preparation of the technical bid.

 

QUESTION 3
Regarding the 15-page limit set for the technical bid, we would like to know:
– Do the fifteen pages mean front and back (for a total of 30 pages) or 15 pages total?
– Are any excess pages a penalty for exclusion or cause of penalty in terms of points?

ANSWER 3
– A maximum of 15 pages should be meant.
– Yes, they are grounds for exclusion.

 

QUESTION 4
In the letter of invitation in point 4.2 point b, it is requested “a minimum annual global turnover of not less than € 130,000 thousand […] including € 65,000 as a minimum specific turnover in the sector of activity covered by the contract.”
Please specify whether “minimum specific turnover in the sector of activity covered by the contract” means turnover for financial statement auditing services or turnover to clients in the sector of Fondazione IDIS.

ANSWER 4
It is understood to be billed for financial statement audit services.
