A public selective procedure, based on qualifications and examinations, to fill the following positions:

  • No. 1 full-time, fixed-term position of Senior Infrastructure and Technical Services Expert, graded Level Q of the Confcommercio Commercial Collective Bargaining Agreement;
  • No. 1 position of Administrative Clerk in the Tenders and Contracts Office on a full-time, fixed-term basis, graded Level 1 of the Confcommercio Commerce Collective Bargaining Agreement.

The Senior Infrastructure and Technical Services Expert works in concert with the Foundation’s senior management, with strategic and operational responsibilities for the management and optimization of all technical infrastructure and support services. Ensures business continuity, efficiency and safety of buildings, facilities and systems, coordinating internal teams and external vendors. Possession of suitable economic-business background with specific aptitude for working in creative industries, i.e., in companies and institutions operating in cultural sectors, is required, as well as excellent knowledge of the new public procurement code (Legislative Decree 36/2023) and related and specific procedures, as well as of the English language.

Below are the responsibilities related to the professional figure required:

  • Plan, coordinate and supervise the services into which the Technical Management Area of the Foundation is divided, which includes the Tender and Contract Services, ICT, Building, Logistics and Warehouse, Technical Management of Halls, Laboratories and Classrooms, First Reception Vigilance and Parking, defining the organization of work within the unit and taking care of the management of the work process in a logic of quality;
  • Plan and coordinate preventive and corrective, routine and extraordinary maintenance of the Foundation’s real estate (indoor and outdoor areas) and infrastructure assets and related facilities, technical and exhibition installations;
  • Take care of the proposal and implementation of projects for the continuous optimization of the Foundation’s infrastructure in order to minimize the environmental impact in terms of reducing energy expenditures;
  • To ensure the practices related to insurance coverage of the Foundation’s property, the real estate complex, for permanent and temporary exhibitions, those related to the coverage of the organs, managers and executives, and all those that may be necessary from time to time;
  • on public procurement, ensure its contribution to ensure compliance ex. Legislative Decree No. 36/2023 in order to carry out procurements through e-procurement IT platforms (certified by ANAC); by way of example, participate in the drafting of contracting determinations, tender documentation, including technical specifications and specifications, request and formulation of questions to the relevant Authorities;
  • Manage as RUP, on the E-procurement Portals, the procurement procedures of its area;

The position of Administrative Officer in the Tenders and Contracts officeisplaced within the Tenders and Contracts_Labor, Goods and Services Service in which a Service Contact already operates. Possession of suitable economic-business background with specific aptitude for working in creative industries or in companies and institutions operating in cultural sectors is required, as well as excellent knowledge of the new Public Procurement Code (Legislative Decree 36/2023) and experience of related and specific procedures, as well as of the English language.

Below are the main tasks related to the required professional figure:

  • take care of the acquisition of goods and services needed by the facility, ensuring the proper conduct of procurement procedures, providing for the analysis, definition and updating of the list of materials to be managed in stock, providing for the analysis of the supplier market and identifying those to be contacted;
  • Take care of the maintenance of the Supplier Register;
  • take care with the contribution of the requesting units and the R.U.P.s in drafting the tender documents; see to the transmission of invitations to negotiated procedures in the case of restricted procedures or to the publication of calls for tenders in the case of open procedures; formalize orders to suppliers, providing for the conclusion of contracts;
  • in the case of acquisition of an asset, provide for its coding within the administrative management system, also ensuring the processing and printing of the relevant serial number and labeling of the asset, making use of the warehouse
  • on public procurement, work to ensure compliance ex. Legislative Decree No. 36/2023 to carry out procurements through e-procurement IT platforms (certified by ANAC); manage, on e-procurement Portals, the procurement procedures (mainly with references to service and supply contracts) and download the bids, will have to update the “Work with us/Supplier Register” lists;
  • Assist in the preparation of tender documentation; for example: drafting of contract determinations; drafting of tender documentation, excluding technical specifications; drafting of specifications; drafting of contracts;
  • Collaborate with the reporting office on the proper maintenance of the documentation of contracting procedures, necessary for reporting from Funds of a regional, national and community nature;
  • may be assigned the role of RUP in relation to selection and/or tender procedures initiated by the Foundation

REQUIREMENTS AND CONDITIONS FOR ADMISSION TO THE SELECTION

For admission to the selection and the subsequent establishment of the employment relationship, the candidate must meet the following requirements indicated with reference to the two positions referred to in this notice:

1. of a general nature, for both positions:
i. be at least 18 years of age;
ii. having Italian citizenship or being (i) a citizen of one of the member states of the European Union or (ii) being a family member of Italian citizens or members of the European Union and holding the right of residence or the right of permanent residence or (iii) being a citizen of third countries holding the EC long-term residence permit or holding refugee status or subsidiary protection status, with adequate knowledge of the Italian language in cases (i)- (iii));

iii. enjoyment of civil and political rights;

iv. to be in conditions of physical fitness with respect to the duties inherent to the position to be filled;
v. not to have had: (i) final criminal convictions to a term of imprisonment equal to or greater than 3 years (including all measures that attest to a finding of criminal responsibility such as plea bargaining under Article 444 of the Code of Criminal Procedure or the criminal decree of conviction, etc.) and which entail temporary or perpetual disqualification from public office pursuant to Article 28 of the Criminal Code and that are published in the criminal record; (ii) criminal convictions, even if not final, and not being the recipient of precautionary measures or other measures restricting personal freedom for the crimes referred to in Article 3 of Legislative Decree no. 39 of 2013 (crimes against the Public Administration – Chapter I of Title II of Book II of the Penal Code); (iii) criminal convictions, including non-final, and not being the recipient of precautionary measures or other measures restricting personal freedom for the crimes referred to in Article 84 paragraph 4 of Legislative Decree no. 159 of 2011 (so-called “spy or sentinel” crimes);

vi. that he/she has not been dismissed or dismissed from employment in a Public Administration as a result of disciplinary action or disqualification, or that he/she has not been dismissed for just cause from a Public Administration or from a Body, Company, Foundation, Institution of a public or private nature;

vii. not to be in any of the situations of incompatibility and/or inconvertibility under Legislative Decree No. 39 of April 8, 2013 for the establishment of employment relationships with the Foundation;

viii. for male applicants born before December 31, 1985, be in good standing with respect to their military service obligations;

ix. not to have a conflict of interest with the Foundation.

2. to possess, jointly, the following different qualifications for the two positions:
For the position of Senior Infrastructure and Technical Services Expert:

a) Old University Degree or Master’s Degree (LS/LM), obtained under the new university system in Engineering or Architecture. Degrees obtained abroad must be recognized as equivalent to those indicated above in the manner provided by law or be equated to them by decree of the President of the Council of Ministers (Art. 38 of Legislative Decree 165/2001 – Art. 2 of Presidential Decree no. 189/2009). Qualifications must be accompanied by a translation into Italian by a public translator with the necessary qualification. Please note that the website of the M.I.U.R. contains regulatory provisions regarding equivalencies and equivalencies between degrees earned abroad with Italian academic degrees. The candidate may submit an application to participate in the selection procedure, pending the equivalence of the degree, which must still be possessed at the time of eventual employment in order to sign the employment contract. The candidate must, therefore, attach the following to the application: the document of equivalence or the request for equivalence of the degree.
and jointly with the title under (a) above.
(b) Be a registered engineer or architect for at least 10 years,
c) possess proven experience, attested by curriculum vitae, gained in the field covered by the call Senior Infrastructure and Technical Services Expert, with public administration, public or private companies and corporations for participation in public tenders and contracts,
(d) possess qualification for the role of safety coordinator at construction sites and a proven knowledge of safety regulations (Legislative Decree 81/08);
(e) possess proven knowledge of building practices and zoning regulations, experience in design and construction supervision of industrial and civil facilities;
(f) have support skills in the design and implementation of upgrading and/or maintenance work;
(g) have strategic capabilities for improving energy efficiency and sustainability of facilities;
(h) ability to use technical software;
(i) possess proven experience, evidenced by curriculum vitae, in planning and organizing the work of assigned resources;

For the position of Administrative Officer in the Tenders and Contracts Office:
a) Old university degree or Master’s/Master’s degree (LS/LM), obtained under the new university system in Law or Economics. Degrees obtained abroad must be recognized as equivalent to those indicated above in the manner provided by law or be equated to them by decree of the President of the Council of Ministers (Art. 38 of Legislative Decree 165/2001 – Art. 2 of Presidential Decree no. 189/2009). 3. to accept the conditions of this notice of selection procedure and to carry out the employment relationship in accordance with the terms of this notice and those subsequently specified by the Foundation;

4. to authorize the Foundation to use the personal data contained in the application, for purposes related to the selection and management of the employment relationship, in accordance with Legislative Decree No. 196/03 and EU Regulation 2016/679 and the processing of judicial data by the Foundation;

5. to be aware that the prescribed requirements must be met by the deadline for submitting the application for admission to this procedure and that they must, then, remain in place throughout the duration of the employment relationship.


METHODS AND DEADLINES FOR SUBMITTING THE APPLICATION FOR PARTICIPATION
The application for admission to the selection, drawn up according to the appropriate form attached (Attachment No. 1) to this notice of selection, together with the required documentation, must be addressed to Fondazione IDIS-Città della Scienza, no later than 1:00 p.m. on March 31, 2025 and must be received at: ru.idis@legalmail.it, exclusively, by certified e-mail by the candidate, who must then have his/her own personal P.E.C. address.

The subject line of the PEC should read, NOTICE OF PUBLIC SELECTION FOR QUALIFICATIONS AND EXAMINATIONS FOR 1 SENIOR EXPERT INFRASTRUCTURE AND TECHNICAL SERVICESor otherwise “NOTICE OF PUBLIC SELECTION FOR QUALIFICATIONS AND EXAMINATIONS FOR 1 ADMINISTRATIVE ATTENDANT TO THE TENDER AND CONTRACTING OFFICE.

The application for participation in the selection, drawn up according to the application form in Annex 1, must be signed by the candidate under penalty of nullity of the same. Applications and their attachments signed with a digital signature pursuant to Article 24 of Legislative Decree no. 82/2

The following documents, in PDF format, must compulsorily be attached to the application:
a) a copy of a valid identity document;
b) the educational and professional curriculum, filled out according to the standard Europass model, dated and signed with authorization to the processing of data ex D.Lgs 196/03, containing all the information useful to assess the training and professional activities, from which it is possible to clearly infer the duration of significant experiences consistent with the required profile. In particular, it should be clearly and unambiguously specified:

  • for educational qualifications: the exact name of the qualifications held including any specializations, doctorate and master’s level II, with date, place of achievement and reported grade,
  • for any previous experience: the exact indication of the positions held, the related duties, the institutions, locations and periods in which the activities were carried out,
  • all the elements useful for assessing the skills described in the curriculum,
  • English language proficiency (written and spoken), if any, with an indication of the level and any qualifications acquired;

c) any documentation proving the initiation of the procedural process, pursuant to Art. 38 of Legislative Decree 165/2001, for the equivalence of one’s foreign qualification if the case occurs;
d) health certification attesting to the specific condition of disability, under penalty of not receiving the benefit of necessary aids and/or additional time (only for candidates requesting to take the exam with aids and/or additional time);

SELECTION PROCEDURE AND SELECTION BOARD

The call is carried out according to the following procedures, which are divided through the following stages:

  1. The evaluation of qualifications and curriculum, carried out for the sake of simplification and maximum impartiality on the basis of the qualifications that candidates have declared,
  2. A technical-aptitude interview.

The verification of the possession of the general and specific admission requirements is delegated to the Fondazione Idis – Città della Scienza. At the end of the eligibility verification operations referred to in the preceding point, the applications of the admitted candidates will be forwarded to an Examining Board, specially appointed for each of the two positions of this notice, which will make its unquestionable judgment on the basis of the documentation submitted by the candidates for the purpose of scoring the qualifications, and the evaluation of the interview, establishing a minimum overall score required for eligibility for the position.
