Information from the Contracting Station
In order to dispel any misunderstanding in the interpretation of art. 9, paragraph A4, of the tender specifications, it is clarified that where the bidder should opt for the payment in money of the provisional deposit, the application for participation must “necessarily” include the commitment of the guarantor, to release, in case of award of the contract, the surety guarantee for the performance of the contract pursuant to art. 103 of Legislative Decree No. 50/2016 relating to the final security, equal to 10% (ten percent) of the contract amount (euro 84.000), in favor of the Contracting Authority, valid until the issuance of the certificate of regular execution.
Conversely, if the provisional guarantee is paid in the form of a surety bond, said guarantee, among others, must include the commitment of the guarantor (which may be different from that of the provisional guarantee) to release, in case of award of the contract, the surety bond for the performance of the contract referred to in Article 103 of Legislative Decree No. 50/2016 relating to the final security …. omissis…
1.1 The maximum amount of the number of people who will be allowed to attend the inspection for each Firm
More than one person, with diverse expertise, may also attend the inspection as long as they all have a proxy.
1.2 Whether the declaration of inspection should be self-produced by the Firm concerned or whether it will be issued by the Contracting Station
The statement is produced by the Contracting Station; it will be sent to you prior to the inspection to fill in your details. Signatures will be affixed on site following the inspection.
1.3 Whether it is necessary to submit three different inspection requests for each lot of which the tender is composed (resulting in three different inspection declarations) or whether a single request is sufficient.
The inspection is scheduled only for the first batch, which is the event to be held Oct. 7-10, 2016 in Piazza del Plebiscito, Naples.
2. I have the following perplexity: Annexes A1 through A7 must be included in Envelope A under penalty of exclusion. Annex A6, however, concerns subcontracting, which we are not intending to do. Therefore, I wanted to understand whether to insert the annex by BARRING IT, or NOT INSERTING IT AT ALL, or insertING AUTOCERTIFICATION OF NO SUBCONTRACTING.
In the event that an economic operator who intends to participate in the Tender in question does not make use of the institution of subcontracting – performing the subject of the contract on its own – Envelope A (administrative documentation) shall not contain Annex 6, relating only to the hypothesis of subcontracting
3. Should the statement of global turnover showing the work be done on ns letterhead or is there a form to be filled out?
The statement of global turnover is an application information for which the S.A. has made available a format (All. 3). Separately on your letterhead should be made the list of services, indicating the amounts, dates, public or private recipients, that contribute to the amount of specific turnover declared.
4. For the economic offer I need to have more details on how to formulate it in particular: in the first box a) you have to indicate the price offered for all three lots reasoning on 840,000.00 net of security charges, right? In the next boxes you divide the price offered for the three lots indicating in the box consideration offered whole amount offered for lot I (e.g.) and in the second and third boxes I have to go to charge the costs splitting the amount by categories of goods and serizi and security charges? So the sum of consideration goods/services + security charges should give us consideration offered for each lot?
Correct. It should only be clarified that the total amount on which to practice the rebate is the difference between the 840,000.00 euros (assumed amount) and the safety charges of 16,800.00 euros (charges not subject to rebate).
Furthermore, as noted, it is described in the specifications on page 18 “The bid on the individual lot will be the one resulting from the operation of dividing the total economic bid divided by three (lots).”
5. Regarding the formulation of the economic bid when the notice asks under F) fittings and furnishings with specification of the costs of the various components, does it mean that you have to make list of furnishings as per Annex 11 and put all the total prices item by item?
Yes, as stated in the tender specifications, “In addition to the total price, the bid should include the total unit costs for the following items (as per the Technical Specifications, Annex 1):
a) Geodesic dome;
b) Marquee;
c) Platform;
d) Gazebo;
e) Electrical system;
f) Outfitting and furnishings, specifying the costs for the various components;
g) Transennas;
h) Any additional items indicated by the bidding firm.”
For item (f) read Article 4 of the technical specifications All.1, item 13.
6. When in the bid the wording says: CORRESPECTIVE BIDDING DOWN ON BID BASED AMOUNT EQUAL TO € …. VAT EXCLUDED is it meant to say that we must state the price that results from the difference between the price on the basis of the bid net of costs and the price that results from the application of our percentage of reduction or directly the price that results to us applying to our percentage of reduction?
The rebate must be made on the total presumed amount (840,000.00 euros) minus safety charges of 16,800.00 euros.
In summary, the rebate bid must be made on the amount of 823,200.00 euros.
7. I wanted to know this: in box (a) should I put the price we offer?
Attachment 8 (economic offer), in the table in Box A), should contain the overall offer (for the three functional lots) of the bidder (Consideration offered as a decrease on the base bid amount of euro …., excluding VAT).
8. Under charges to be itemized, is reference made only to the company’s occupational health and safety costs or also to others? If yes to which ones?
Under the heading “Other charges to be detailed” in Annex 8 (economic offer), the bidder must indicate all company charges incurred in the execution of the contract, in addition to those related to health and safety in the workplace (expressly required by the Tender Specifications and the Procurement Code).
9. The notice states that no. 1 bank reference is required, can you confirm this?
As stipulated in the Tender Rules under point A.3 (Envelope A – Administrative Documents) the bidder must produce a statement made by a banking institution or intermediary authorized to do so.
10. Regarding item a.4 Provisional deposit, for security deposit, is it okay to have only bank guarantee policy of 2% of the amount or policy plus cash? In case you also want cash, is a bank check okay?
With regard to the provisional deposit referred to in point A.4 (Envelope A-Administrative Documents), the Tender Rules are clear and in any case the provisions on the institution in Legislative Decree No. 50/2016 (new Procurement Code) apply.
11. For chemical toilets in total we have to provide 12, right?
No, there are No. 2 for the construction period to which No. 12 are added during the event period, in total No. 14 chemical toilets.
12. Annex No. 9 (framework agreement)that I find in the zipped file where the whole notice is, it should not be filled in when preparing the envelopes, as it will have to be filled in by the contractor if the lot is tendered. Right?
The outline framework agreement, Annex No. 9, should not be filled out.
13. Can you tell me approximately when the envelopes are expected to be opened?
As stated in Article 11 of the Tender Specification, “The dates for public sessions will be announced on the Contracting Authority’s website https://www.cittadellascienza.it”
14. On the economic bid form, should I also indicate the percentage markdown or only the markdown price?
An indication of the percentage markdown is also welcome.
15. With reference to the tender inherent in the setting up of the event.Futuro Remoto, we are hereby requesting you, where possible, to send us the floor plan in dwg format.

16. Where in Annex 1 position: technical specifications point 4 reads “In each geodesic dome and marquee shall be installed n.9 lighting systems composed of at least: a) No.16 color changing Led rgbw 12×10 W projectors (Halfpar 12 type equipped with Led 12x10W rgbwa/fc) or similar solutions capable of illuminating the Dome as described below;b) dmx controllers in a number suitable for the management of the nine systems;c) Headlight power supply lines, including the necessary wiring; d) Autonomous electrical panel. “Does this mean that no.9 systems shall be provided each geodesic dome and for the marquee? A total of 81 installations?Or 1 installation per dome for a total of 9?
There are 9 facilities (1 per dome), each consists of the supplies described from (a) to (d)
17. In envelope b technical bid, the notice says that the bid must be articulated for individual functional lots. What does this mean? Do I have to include -3 technical reports -3 illustrative materials etc. etc. for each lot/year 2016-2017-2018 included in the bid?
